Fundamental to VSHP is the establishment of a multi-level, public-private partnerships. The guiding vision for implementing VSHP rests in creating fundamental partnerships at the district level through the District Based Alliances (DBAs), comprising voluntary sector organizations (VSOs), District Health Management Teams (DHMTs), community based organizations (CBOs), private sector employers, and reference hospitals. DBAs will collaborate on local project selection, implementation and monitoring.

Focusing VSHP coordination at the district level ensures more participation to support better reproductive and child health for communities, minimizes duplication of services, and engenders consumer-driven programming and advocacy, and will lead to greater sustainability of both programs and partnerships.

VSHP features a new type of grants program. All concerned parties must understand that this requires cooperation between various organizations, along with accountability.

• CBOs/VSOs will be held to higher performance standards than they have been in the past
• Grants will be evaluated on a competitive basis, district by district
• Grants will be provided directly to CBOs/VSOs, not through another organization

Small grants (under the equivalent of $25,000) will be used for immediate, specific activities, such as events and procurement needs to enhance the capacity of a CBO/VSO. Examples include: partnership-building activities where the DBA is just getting started, to documentation an diffusion of lessons-learned.

Mid-level grants will be smaller and shorter, performance based grants to fund ICB (what?) services and program/project proposals. For example, initial, direct funding for newly-strengthened CBOs/VSOs, or other organizations that are not yet grant-worthy or experienced.

Major activity grants will be larger and longer, performance-based grants to fund already-established CBOs/VSOs with funds to provide various types of district-level services. Sub-grants and mentoring assistance to weak or new CBOs/VSOs are also possible. These will allow established CBOs/VSOs to replicate successful programs or to use capacities in new ways.

DATEX conducts organizational capacity assessments (OCA) of potential grantees, and provides follow-on capacity building services.

VSHP works to improve the policy and legal environment, to help achieve the objective of improved reproductive and child health among low-income Tanzanian families. Partnerships require a degree of openness and transparency in order to function. VSHP will explicitly pursue these values, through and among DBAs, and at all other levels of cooperation.
