Monitoring and Evaluation IQC: USAID

From 1992 to 1996, DATEX held an IQC with USAID for worldwide monitoring and evaluation services. Through this mechanism, DATEX provided quick response short-term advisory services and technical assistance in evaluating and monitoring policies, programs and projects. Services included evaluating and monitoring the performance, effectiveness, efficiency, and impact of specific development interventions; developing improved monitoring, evaluation and development information systems and methods; developing improved data collection methods; collecting, analyzing, and synthesizing evaluation data and materials; and synthesizing and applying evaluation findings to USAID and mission planning and design activities.

DATEX performed 21 task orders under this IQC, including evaluation of USAID-funded projects and delivery of workshops to facilitate collaboration and enhance the abilities of USAID and USAID-funded staff responsible for program performance monitoring and evaluation systems.

An example of one of the 21 task orders is DATEX’s evaluation of the USAID funded Partners of the Americas (POA) program. The POA program aimed to establish lasting relationships between US and Latin American organizations and people, foster volunteerism and implement economic and social development projects, strengthen democratic organizations and leverage development assistance funds through the private sector partnerships. Our evaluation reviewed the past and current partnership activities, and assessed the extent to which POA achieved program purposes during the life of the program. Emphasis was placed on the impacts of POA's activities and the partnership's as well as program management. Recommendations were made regarding a possible follow-on effort and the sustainablility of the existing program.
