Democracy Enhancement Project (DEP): USAID/Haiti

DATEX was part of a consortium, headed by America's Development Foundation, that implemented a four-year cooperative agreement for USAID/Haiti to promote democratic values and attitudes in Haiti through the institutional strengthening of local NGOs and local government units.

DATEX also provided grants management services for the Democracy Enhancement Project. This involved selection of grantees, provision of training and other institutional strengthening activities, disbursement of grants, and administrative as well as programmatic performance monitoring. The consortium formed an Umbrella Management Unit (UMU) to develop the institutional capacity of the NGOs supporting democratization. The UMU provided oversight and technical assistance to the NGOs managing subgrants and developing local government's capacity to support democratic principles and processes. DATEX was responsible for the financial management of the UMU which ensured that the accountability, reporting, auditing and management of U.S. Government funds by subgrantees was done in accordance with USAID requirements. The grantees in this project were small, community-based popular organizations. This was a highly successful activity, even though its implementation was during one of the country's most difficult and sensitive periods that included the international embargo and subsequent military intervention.
