P.L. 480 Title III, Instituttional and Financial analysis of Chad's National Cereals Office: USAID/Chad

DATEX conducted an analysis of Chad's National Cereals Offices's institutional capacity by assessing their long-term financial viability and determining alternative programming options for their food aid grants under Title III. DATEX analyzed the capability of the government of Chad's appointed counterpart for the sale and management of Title III commodities which, in addition to analysis of management, financial and sales capabilities, required an understanding of grain marketing in the host country; food commodity logistics; and the relationship of the counterpart institution with the private sector. DATEX also conducted a financial analysis of the institution and made recommendations concerning Title III programming alternatives.
