M & E IQC Evaluation of Canal Cities Water and Wastewater: USAID/Cairo

DATEX determined effectiveness of the project in meeting its goals and objectives and to what extent the project improved the institutional capabilities for the Suez Canal Authority (SCA) and three canal cities involved. DATEX examined the effectiveness of the SCA and the three cities regarding the policy recommendation developed by the project; delineated problems which slowed or prevented implementation of recommended work plans; assessed other constraints within the Government of Egypt (GOE) that worked against achieving project objectives; assessed the effectiveness of efforts made by the SCA and the three canal cities; evaluated the effectiveness of training programs; and provided findings, recommendations and conclusions on the project. To this end, DATEX evaluated the effectiveness of training programs; and provided findings, recommendations and conclusions on the project. To this end, DATEX evaluated the effectiveness of the project's institutional support activities, impact on SCA and the three Canal Cities institutional improvement, and measured progress toward attainment of the project outputs.
